THE RELATIONSHIP BETWEEN GOVERNMENT EXPENDITURES AND EXTERNAL DEBT: AN ECONOMETRIC ANALYSIS FOR TURKEY

The aim of this study is to analyse the relationship between government expenditures and external debt in
Turkey for the period after 2002. In this regard, an econometric analysis is studied by using quarterly data for
the period 2003: Q1 and 2017: Q1 with the help of Johansen co-integration and Granger causality tests.
According to the findings of the analysis a positive relationship between government expenditures and external
debt is obtained. 1% increase in government expenditures increases external debt by 1.21%. Granger causality
test also resulted in a unidirectional causality relationship from government expenditures to external debt. All
the results and findings indicated that external debt in Turkey for the period after 2002 is responsive to
government expenditures and adapting to fiscal discipline would decrease external debt level.

ampirik olarak test etmektir. Bu bağlamda 2003: Q1-2017: Q1 dönemi verileri kullanılarak Johansen
eşbütünleşme yöntemi ve Granger nedensellik testi yardımıyla ekonometrik bir analiz gerçekleştirilmektedir.
Yapılan analizden elde edilen bulgulara göre ele alınan dönemde kamu harcamaları ve dış borçlanma arasında
pozitif yönlü bir ilişki mevcuttur. Kamu harcamalarında meydana gelen %1’lik bir değişim dış borçlanmayı
%1.21 oranında artırmaktadır. Bununla birlikte Granger nedensellik test sonuçlarına göre kamu
harcamalarından dış borçlanmaya doğru tek yönlü bir nedensellik ilişkisi bulunmaktadır. Bu bulgular 2002
sonrası dönemde dış borçlanmanın kamu harcamalarına duyarlı olduğunu göstermekle beraber, mali disipline
uyulmasının dış borçlanma düzeyinde de gelişmelere yol açacağı konusunda fikir vermektedir.
