Türkiye Yaş Meyve-Sebze Tedarik Zincirinde Kayıp Yönetimi: Aktör Analizi

Abstract

Amaç: Bu çalışma, Türkiye yaş meyve ve sebze tedarik zinciri boyunca yaşanan kayıpların en aza indirilmesine yönelik amaçları ve ilgili tarafları (aktörler) tanımlayarak, aktörlerin amaçlara bakış açışlarına göre yakınsamalarını ve farklılıklarını ortaya koymayı amaçlamaktadır.
Tasarım/Metodoloji/Yaklaşım: Çalışmada, aktörler arasındaki ilişkiyi ve bunların kayıp yönetimi amaçları üzerindeki rolünü ve gücünü incelemek için MACTOR yöntemi kullanılmıştır. Amaç ve aktörleri belirlemek için bilimsel araştırma makaleleri, sektör raporları, çeşitli kurum ve kuruluşların internet siteleri ve son olarak uzman görüşlerinden yararlanılmıştır. Aktörler arasındaki doğrudan ilişkilerin ve aktörlerin amaçlar üzerindeki tutumunun değerlendirileceği bir anket hazırlanmıştır. Hazırlanan anket, gıda tedarik zincirleri ve kayıp yönetimi konularında teorik ve/veya pratik bilgi sahibi 15 uzman tarafından cevaplanmıştır. Analizler LIPSOR tarafından sağlanan MACTOR yazılımı ile gerçekleştirilmiştir.
Bulgular: Aktörlerin amaçlara yönelik yakınsamalarını ve farklılıklarını analiz etmek, aktörler arasındaki güç dengesinin değerlendirilmesine ve daha verimli zarar yönetimi stratejileri oluşturulmasına yardımcı olmaktadır. Sonuçlar, Türkiye’de aktörlerin gıda kaybının azaltılmasına yönelik ortak paydalara sahip olduğunu ve iş birliği yapılmasının kolay olacağını ortaya koymaktadır.
Özgünlük/Değer: Gıda kaybı ve israfı hem gelişmekte olan hem de sanayileşmiş ülkeler için önemli bir sorundur. Küresel çapta insan tüketimi için üretilen gıdaların büyük bir kısmı tedarik zinciri boyunca, topraktan sofraya gelene kadar, kaybolmakta veya boşa harcanmaktadır. Yaş meyve ve sebze grubu gıda kayıplarının çok yaşandığı gıda gruplarından biri olarak karşımıza çıkmaktadır. Taze meyve ve sebze tedarik zincirinde, farklı amaçları, planları ve kısıtları olan çiftçiler ve tüketicilerin yanı sıra birçok aracı (tüccar, komisyoncu, toptancılar, perakendeciler gibi) bulunmaktadır. Etkin bir gıda kaybı yönetimi, tedarik zincirindeki aktörler arasında iş birliğini gerektirir. Çalışmanın sonuçları Türkiye yaş sebze meyve değer zincirinin mevcut durumunu oraya koyarken, aynı zamanda gelecekteki eylem planlarına girdi teşkil etmektedir

Food loss in fresh fruits and vegetables supply chain in Turkey: actor analysis

Abstract

Purpose: This study aims to define the objectives that would help reduce the food loss along the fresh fruits and vegetables supply chain and the involves actors in Turkey and to examine the relationship between the actors and their role and power on food loss management objectives.
Design/Methodology/Approach: The study uses MACTOR method to examine the relationship between the actors, and their role and power on loss management objectives.The objectives and actors were defined based on research articles, sector reports, websites of various institutions and organizations, and expert opinions. A questionnaire survey is used to collect the assessments of the experts on the direct relations between the actors and the attitude of the actors towards the objectives. Fifteen experts who have theoretical and/or practical knowledge about the food supply chain and loss management participated in the survey. The analysis is performed using the MACTOR software provided by LIPSOR.
Findings: The analysis of the convergences and divergences towards the objectives helps us evaluate the power balance between the actors and formulate more efficient loss management strategies. Results show that most of the objectives are of common interest to the actors, and thus it will be possible to formulate collaborative strategies against food loss.
Originality/value: Food loss and waste is a major concern for both developing and industrialized countries. Globally, one third of the food produced for human consumption is lost or wasted throughout the supply chain, from the initial agricultural field until its final consumption, i.e. during harvesting, storage, packaging, transportation, and post-consumption. Fresh fruits and vegetables are one of the food categories with the highest level of food loss. The agri-food supply chain has many parties (actors) involved, not only farmers and consumers but many intermediaries in between (such as consolidators, traders, commissioners (agents), wholesalers, retailers) with varying plans, motivations, and constraints. Efficient food loss management requires collaboration between actors in the supply chain. The results of the study present the current situation of the fresh fruits and vegetables supply chain in Turkey and provide input for future action plans.
