The British Library’de, Hindistan Ofisi tarafından hazırlanan “Osmanlı İmparatorluğu’nun Entelektüel ve Politik Güçleri Üzerine” başlıklı bir rapor mevcuttur. Rapor, Britanya ile Osmanlı Devleti, I. Dünya Harbi’nde savaşa devam ederken İngiliz Başbakanı David Lloyd George’un talebi üzerine, Ocak 1917’de oluşturulmuştur. Doğru bilgilerin yanı sıra hatalı bilgilerin ve manipülatif çarpıtmalarında da yer aldığı bu rapor 1916’da kurulan Arap Büro başta olmak üzere, İngiliz istihbaratının farklı birimlerinden temin edilen müstakil raporlardan derlenmiştir. Bu ‘derleme rapor’un İngiliz Başbakanı’na sunuluş tarzından, Britanya’nın bu dönemde II. Abdülhamid’i, Türk-Alman ittifakını, İttihat ve Terakki Cemiyeti’ni, 31 Mart Vakası’nı, Babıâli baskınını, Ermeni meselesini vs. nasıl ‘değerlendirdiği’ne dair kıymetli bilgiler edinmek mümkündür. Hindistan Ofisi’nin İttihat ve Terakki idaresindeki ‘düşman Osmanlı Devleti’ne bakış açısını ortaya koyan bu rapor, 1908-1917 tarihleri arasında İngiltere’nin Türk politikasının temel yapıtaşlarını, hassasiyetlerini ve zafiyetlerini açığa çıkarması açısından da önem arz etmektedir.
A report entitled ‘Memorandum on Intellectual and Political Forces in the Ottoman Empire’, prepared by the India Office, is held by the British Library. The report was written in January 1917 at the request of British Prime Minister David Lloyd George, as Britain and the Ottoman Empire continued to fight in the First World War. This report, which contains accurate information as well as inaccuracies and manipulative distortions, was compiled from autonomous reports from various units of British intelligence, notably the Arab Bureau, established in 1916. From the way this ‘compilation report’ was presented to the Prime Minister, it is possible to gain valuable information about how Britain ‘assessed’ Abdülhamid II, the Turkish-German alliance, the Committee of Union and Progress, the military mutiny of 13 April 1909, the 1913 coup d’état, the Armenian question, etc. during this period. This report, which reveals the Indian Office's view of the 'enemy Ottoman Empire' under the administration of the Committee of Union and Progress, is important in revealing the basic building blocks, sensitivities and weaknesses of Britain’s Turk policy between 1908 and 1917.
